On May 20, 2022, the U.S. Department of Energy released the Energy Emergency Response Playbook for State and Territorial Energy Offices. The playbook represents a significant multi-year collaborative effort between the National Association of State Energy Officials (NASEO), the NASEO Energy Security Committee, and DOE CESER to support incorporation of actionable and operational elements into State Energy Security Plans. The playbook has taken many forms to meet the constantly evolving needs of State Energy Offices and the landscape in which they operate. NASEO would like to extend particular gratitude to Converge Strategies, LLC., for their work synthesizing state energy emergency response plans, procedures, and needs into the actionable foundation of the playbook.

The playbook provides a starting point for energy emergency response planning, including a framework for evaluating energy emergencies; guidance and templates for emergency response actions; as well as planning, monitoring, and response resources. It is designed to be customized by states and align with their State Energy Security Plans.”
