Request for Proposals: Technical Content Development for the NASEO-NARUC State Energy Security Academy
The National Association of State Energy Officials (NASEO) is seeking proposals from qualified organizations to help develop sector-specific classes for the State Energy Security Academy. NASEO and the National Association of Regulatory Utility Commissioners (NARUC) are building the Academy with support from the U.S. Department of Energy Office of Cybersecurity, Energy Security, and Emergency Response (CESER). It is a self-paced training and certificate program for State Energy Office and public utility commission staff, delivered through an online Learning Management System.

The selected subcontractor will review, edit, and supplement existing lessons on energy security foundations of the liquid fuels sector. They will also research, design, and write two new classes: Energy Security Foundations of the Electricity Subsector for States and Energy Security Foundations of the Natural Gas Sector for States. Each class covers the sector’s structure and regulation, data analysis, interdependencies, risk assessment and mitigation, emergency response, plans and planning, cybersecurity, case studies, and emerging issues. Deliverables include literature reviews, outlines, lesson storyboards, knowledge checks, activities, and graphics, all built to match existing Academy classes.
