The Energy Security Committee is a forum for State Energy Offices to discuss, learn, and collaborate on energy emergency planning, preparedness, and response. The committee covers a wide variety of energy security issues, ranging from energy data and analysis to cybersecurity across all energy sectors to coordination with electric and natural gas utilities and the petroleum industry. The NASEO Energy Security Committee hosts two monthly calls: the Energy Security Committee meeting and the Energy Security Committee All-Hazards meeting. The former is only open to State Energy Offices, while the latter is open to a broader audience, including public utility commission staff, Governor’s Office staff, and State Emergency Management staff.

Campbell Delahoyde leads NASEO's Energy Security and Resilience program, where he supports states with State Energy Security Planning, which includes energy emergency planning, preparedness, and response; climate change, adaptation, and hazard mitigation; grid resilience; and cybersecurity. He has been directly involved in multiple state and federal responses to federally declared disasters and numerous energy emergencies. Mr. Delahoyde served as an Energy Security Fellow with Securing America’s Future Energy (SAFE), and participated as a member of the Energy Security Cohort of the EU-US Emerging Leaders Program sponsored by the European Union Delegation to the United States. Prior to his current role, he worked as a consultant supporting comprehensive electric utility emergency management; worked within the U.S. Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response; and served as a FEMA Corps Field Team Leader with AmeriCorps NCCC. He has a Bachelor of Arts in International Relations from Rhodes College.

Sarah Trent supports the NASEO’s energy security programs, where she works with State and Territory Energy Offices on a number of resilience and energy security issues, including cybersecurity, energy emergency response, resilience funding, and energy emergency exercises. Prior to NASEO, Ms. Trent interned at the Federal Aviation Administration assisting in research and stakeholder engagement. She has a Bachelor of Arts in Political Science from James Madison University.
